An evaluation has been made of the possible emergency situations that could arise, including those in which the closing and evacuation of the campuses would be required. These situations include an active shooter, fire, gas leaks, bomb threats, tornadoes, earthquakes, aircraft accidents, hazardous materials spills on or near the campus, power outages, flooding, snow emergencies, medical emergencies, and an incident at Three Mile Island. The extent of and manner in which the evacuation would be conducted would depend on the particular incident, the immediate impact on life safety and the availability of evacuation routes from the campus.
In the event of an emergency, we will assist with the evacuation of buildings and the campus, including the provision of directions and traffic control. Should the emergency be life threatening, assistance will also be sought from outside public safety agencies, including police, fire, medical, and emergency management agencies. In the event of any evacuation, we will notify the campus community via telephone, e-mail, loudspeaker announcement, and direct notification. The college will, without delay,and taking into account the safety of the community, determine the content of the notification and initiate the notification system, unless issuing a notification will, in the professional judgement of responsible authorities, compromise efforts to assist a victim or to contain, respond to or otherwise mitigate the emergency.
We ask that members of the campus community become familiar with the buildings in which they attend classes or work. Know the evacuation route as posted in the buildings and the location of emergency alarms, fire extinguishers, and first aid kits.
To assist those with disabilities in evacuating from second floor areas, “Evacu-Tracs” are located on the second floor of the Rose Lehrman Arts Center, Blocker Hall, Whitaker Hall, and Hall Technology Center on the Harrisburg Campus and on the 3rd floor of the Main and East buildings of the Lancaster Campus assist in safe and rapid evacuation.
Fire
In the event that a fire or smoke condition occurs in a building, the emergency alarm will be activated either automatically or by an individual detecting the condition and manually activating the emergency alarm. Should an alarm be activated, all students, faculty, staff, and visitors should take the following actions:
- Leave the building utilizing the closest evacuation route as posted.
- Remain calm. Walk and do not run.
- When leaving rooms, close doors.
- Utilize emergency fire exits and stairwells, ensuring that doors are closed behind you.
- Never use an elevator.
- When the building has been evacuated, proceed to the nearest parking area.
- Do not return to the building until it has been determined by the Safety and Security Department and/or civil authorities that it is safe to do so.
Snow Emergencies
Should snow conditions develop which necessitate the closing of a campus; the following actions will be taken:
- The campus community will be notified by broadcast on AM 1700 kHz (Harrisburg), voice mail, e-mail, college website, local radio stations, local television, electronic signage, e2Campus, and direct notification.
- During the evacuation, the Safety and Security Department will assist with traffic control.
Medical Emergencies
Should a medical emergency occur as a result of an accident or illness, the following actions are to be taken:
- Contact the Safety and Security Department immediately and call 911 if it is a severe emergency.
- Provide the following information: your name, telephone extension, victim’s name, type of injury or illness and location of the victim.
- Officers will respond immediately. They are trained in first aid, CPR and AED use. We will coordinate the arrival of outside medical assistance as required. Please be familiar with the location of first aid equipment in the office bays and contact us if additional supplies are needed.
Flooding
While any campus can experience flooding, flooding of the Harrisburg Campus is most likely due to the proximity of the Paxton Creek and the Susquehanna River. The Department will monitor the water level of the Paxton Creek and surrounding road conditions during periods of heavy rain and flood conditions.
Evacuation of Parking Areas near the Paxton Creek at the Harrisburg Campus
Should the evacuation of these parking areas become necessary, the Safety and Security Department will:
- Barricade flooded areas to prevent access.
- Make a campus-wide announcement by broadcast on AM 1700 kHz (Harrisburg), voice mail, e-mail, and direct notification.
- Notify owners of vehicles in or near the flooded area after ascertaining their identities through vehicle registration.
- Evacuation Due to Flooding
- Should the evacuation of the entire campus be required due to severe flooding, the following steps will be taken:
- Designated routes of exit will be determined by Safety and Security and impassible routes will be barricaded.
- Notices of evacuation and the cancellation of classes will be made by broadcast on AM 1700 kHz (Harrisburg), the voice mail system, e-mail, electronic signage, e2Campus, and direct notification.
To allow for a more organized and effective flow of traffic, faculty and staff will be asked to leave 30 minutes after the cancellation of classes if safety permits.
During the evacuation, Safety and Security will provide traffic control on campus roads.
Gas Leaks
Should a gas leak occur in a building, Safety and Security will initiate and assist with the evacuation. The following steps should be taken:
- Avoid actions that could create sparks. Do not activate emergency alarms, light switches, or electrical equipment and do not smoke.
- Remain calm. Walk and do not run.
- When leaving rooms, leave doors open.
- Leave the building using the posted evacuation routes and emergency exits.
- Never use an elevator.
- When the building has been evacuated, proceed to the nearest parking area.
- Do not return to the building until Safety and Security or civil authorities announce that it is safe to do so.
Power Outage
Should a power outage occur in a building or throughout a campus, emergency lighting within the buildings will activate. Please do the following:
- Wait for instructions on whether or not to evacuate the building.
- If the power outage will be long-term, the building(s) will be evacuated.
- Leave the building using the posted evacuation routes and emergency exits.
- Remain calm. Walk and do not run.
- Do not attempt to use elevators.
Campus Violence
While we consider an on-campus shooting unlikely on any of HACC’s campuses, the Security Department has made preparations to ensure the safety of the campus community. The administration recognizes the importance of a multi-disciplinary approach to identifying potential dangers. Thus, a comprehensive approach requires the coordination of many services, as well as the review of protocols, training and equipment. All security personnel have been trained by an instructor who attended a nationally acclaimed training program "Active Shooter" in preparation for a potentially violent event. The goal is to train HACC's security officers to safely and effectively respond to a life threatening situation. Recognizing an event may quickly escalate, HACC security officers practice the Active Shooter skills and tactics on a regular basis to reinforce their skills and ensure an efficient response, should the need arise.
Be alert, should you become aware of anyone who appears suspicious or you feel intends to cause harm to you or anyone else, please do not hesitate to contact both campus security and 911.
Because the actions, tactics, and state of mind of an active shooter are highly unpredictable, discretion in responding to the threat is required. If a hostile person or persons is actively causing death or serious injury, it is recommended that you:
Shelter in Place
- Move to the nearest safe location or room
- Close and lock the door(s) if possible
- If doors can not be locked, barricade them with desks, chairs, or other available objects.
- Turn off lights and equipment.
- Remain calm and quiet.
- Call 911 if you can do so safely.
- Do not open the door for ANYONE but a uniformed police officer.
Open Area or Hallway
- If you can escape the building safely, do so
- If cover or concealment is available, hide as well as you can
Outside Areas
- Run away from the threat as fast as possible, randomly changing direction as you do so. This will make you much harder to target.
- Use cover. Solid objects may shield you from bullets and hide you from the view of the aggressor.
In All Circumstances
- Call 911 if you are able to do so safely.
- Give the 911 operator as much information as you can.
- Warn others you encounter of the threat if you can do so safely
- Do EXACTLY as ordered by police and security officers.
- When approaching police or security, keep your hands visible at all times.
- Remain calm, panic will only make you more likely to be hurt or killed.
- Be alert for avenues of escape such as windows or fire exits.
- Once the threat has ended, DO NOT leave the area. The police will need to interview all witnesses.
Bomb Threats
Should a bomb threat occur, the Safety and Security Department, along with local police and fire personnel, will evacuate the building and conduct a thorough search. Before evacuating the building, the Safety and Security Department will ensure that exits to be used are clear of any explosive device or other hazard. We ask that you:
- Stay alert! If you observe anything that appears suspicious, do not touch it. Contact Safety and Security immediately.
- You must leave the building promptly as directed.
- Leave the building utilizing the closest evacuation route as posted or as directed by the Safety and Security staff.
- Remain calm. Walk and do not run.
- Avoid actions that could create sparks. Do not activate fire or emergency alarms, light switches, or electrical equipment and do not smoke.
- Do not utilize any electronic equipment within 100 yards of the building. Turn off all cell phones, pagers, etc. Radio frequency may detonate certain types of explosives!
- When leaving rooms, leave doors open.
- Do not use elevators.
- When the building has been evacuated, proceed to the nearest parking area and await further instructions.
- Do not return to the building until you are notified by the Safety and Security Department or civil authorities that it is safe to do so.
- Should you receive a bomb threat, contact the Safety and Security Department immediately.
Hazardous Material Spill
Should a hazardous materials spill occur on a campus:
- Contact the Safety and Security Department, who will respond along with trained members of the Facilities Management Department.
- Remain away from the spill and evacuate the room or building if necessary using the posted evacuation routes and emergency exits.
- Remain calm. Walk and do not run
- Do not use elevators.
- If outdoors, remain upwind from the spill.
- Should hazardous materials spill near a campus, we will evaluate the impact to the campus community and will assist in the evacuation of buildings or the campus as necessary.
Right-To-Know Act
In accordance with the Right-To-Know Act, a master list of all hazardous materials used at all campuses is maintained by the Safety and Security Department, along with Materials Safety Data Sheets (MSDS) for those chemicals. These materials are available for public perusal by contacting the College Safety Technician or your campus Safety and Security office.
Aircraft Accident
Since any campus may be in the flight paths of local airports, there is a potential of an aircraft accident occurring on the campus. Should an aircraft become involved with a building:
- Leave the building utilizing the closest evacuation route as posted.
- Remain calm. Walk and do not run.
- Utilize emergency fire exits and stairwells, ensuring that doors are closed behind you.
- Never use an elevator.
- When the building has been evacuated, proceed to the nearest parking area and await further instructions.
- If an aircraft accident occurs in a parking lot or open area, evacuate the area up to 100 yards surrounding the accident scene or as instructed.
Tornadoes
While tornadoes are rare in Central Pennsylvania and those that do occur are generally limited in scope, should a tornado threat occur at a campus, all members of the campus community should do the following:
- If you are walking outside or in a vehicle, immediately seek shelter inside a building.
- When in a building, go to the lowest floor possible.
- Stay away from windows. Seek shelter in hallways or stairwells.
- Do not use elevators.
- Remain inside until the tornado passes.
Earthquakes
Earthquakes are extremely rare in Central Pennsylvania, but should one occur:
- If in a building, evacuate immediately using the posted routes once tremors have subsided.
- Remain calm. Walk and do not run.
- Utilize emergency fire exits and stairwells.
- Do not use elevators.
- When the building has been evacuated, proceed to the nearest parking area and await further instructions.
- Do not return to the building until it has been determined by the Safety and Security Department and/or civil authorities that it is safe to do so.
- If outdoors when the earthquake occurs, lie flat on the ground away from buildings and other objects that may fall.
Three Mile Island Incident
Incidents that may occur at Three Mile Island would be categorized as follows:
- Unusual Event – An event has occurred which could result in a degradation of the level of safety at the plant. No release of radioactive material has occurred.
- Alert – Events are in progress which could result in substantial degradation of the level of safety at the plant. Small levels of radiation may be released.
- Site Emergency – Events are in progress that is likely to result in major failure of plant function and safety. Radiation release limited to the plant boundary.
- General Emergency – Events are in progress or have occurred which involve substantial core degradation. Radiation release to exceed EPA guidelines beyond the boundary of the plant.
Should any of the four levels of incident occur at TMI; the college will monitor the event and make a determination as to the closing and evacuation of the campuses. Should the evacuation of any campus be required, the following steps will be taken:
- The campus community will be notified by broadcast on 1700 kHz AM radio (Harrisburg), telephone, e-mail, electronic signage, e2Campus, loudspeaker announcement, and direct notification.
- Designated campus exit routes will be marked by the Safety and Security.
- The Safety and Security Department will provide traffic control on campus property.
