HACC Statement Regarding Adherence to Sunshine Act

HARRISBURG, Pa. - The Harrisburg Area Community College Education Association (HACCEA) - the union that represents HACC faculty - recently filed a complaint against HACC’s Board of Trustees alleging that the Board is violating the Sunshine Act by not opening its committee meetings to members of the public.

HACC’s Board of Trustees is not violating the Sunshine Act. 

Committee meetings are only subject to the requirements of the Sunshine Act if a quorum of the Board of Trustees is present at the meeting and the committee has been delegated by the Board of Trustees to take official actions on behalf of the College on particular matters. During these committee meetings, there is no quorum of Board members present, and no decisions are made. Any action that comes before the committee must be brought before the full Board for public discussion, Board deliberation and Board vote.
