HARRISBURG, Pa. – Jennifer T. Padlan, MBA, MHRM, has been named vice president of human resources and organizational development at HACC, Central Pennsylvania’s Community College.

As a member of the president’s Cabinet, Padlan works directly with HACC President and CEO John J. “Ski” Sygielski, MBA, Ed.D., and other members of the College’s executive team. She assumed her role on Jan. 30, 2023.

Padlan is a proven human resources executive with strategic and innovative leadership experience that spans multiple industries, including higher education, federal contracting, insurance and health care. Her human resources functional expertise includes benefits, compensation, employee relations, employment, immigration, legal compliance, payroll, performance management, policy development, recruitment, retirement, safety and training.

Padlan previously served on the president’s Cabinet at Allegheny College as the director of human resources and payroll. In this role, she was a trusted advisor and thought partner to the Board of Trustees and senior leadership team in developing and implementing transformational employee-focused initiatives. Her experience includes leading efforts to promote creative yet sustainable programs and practices to support the employee population that were aligned with the institution’s strategic goals.

In addition, Padlan held a variety of roles at The Erie Insurance Group, including interim vice president for compensation, human resources information systems and payroll. She also served at Hamot Medical Center in Erie and Lockheed Martin Corporation in North Bethesda, Maryland, in varying program management positions, including compensation, diversity and equal employment opportunity. Her previous experience includes adjunct faculty positions at The Pennsylvania State University and Mercyhurst University in Erie. 

Padlan earned a bachelor’s degree in industrial and organizational psychology with a concentration in business from The Pennsylvania State University. She also earned a dual Master of Business Administration and Master of Human Resource Management from the University of Phoenix. She is Six Sigma certified and has received professional certifications from many organizations, including the Society of Human Resource Management; HR Certification Institute; the Human Capital Institute; World at Work; and the Equal Employment Advisory Council.
